T2017-16: SUPPLY AND DELIVERY OF FUEL, OIL AND LUBRICANTS

Umzinyathi District Municipality invites all interested suitable Service Providers to submit tenders for the supply and delivery of Fuel, Oil and Lubricants for a period of three years.

NB: Supply and delivery will depend on the requirement of services (an official order will be issued as when the service is required to the awarded bidder).

Copies of the tender documents may be obtained from the offices of Umzinyathi District Municipality, 39 Victoria Street, Dundee, 3000, as from 01st June 2017.A non-refundable deposit of R500.00 is required per tender document.

Notes to Prospective Bidders/compulsory submissions

·Â All prospective bidders must be registered on the uMzinyathi District Municipal data base.

·All bids submitted should remain valid for a period of 90 days after the bid closing date.

·Original Valid Tax Clearance Certificate.

·Â Certified copies of B-BBEE Level certificate.

·Company profile

·Joint Venture agreement (where applicable).

·All the forms (e.g. Declaration of Bidder’s Past Supply Chain Management Practices, Compulsory Enterprise Questionnaire, etc.) contained by the tender document must be completed in full, an failure to do so will result in disqualification.

·Bidders are required to submit Proposed Project Team, their CV’s and proof of professional registration.

·The supporting appointment letters of previous experience.

·Products must be SABS Approved

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT, 2017: PREFERENTIAL PROCUREMENT REGULATIONS, 2017 WILL APPLY AS FOLLOWS FOR THIS TENDER:-

(1)THE Pre-Qualification criteria stipulated in Regulation 4(1)(v) of the Preferential Procurement Policy Framework Regulations, 2017 will apply. This means that the tenderer must sub-contract a minimum of 30% to an EME OR QSE which is 51% owned by black people living in rural or underdeveloped areas or townships.

(2)Tenderers that do not meet the pre-qualification criteria stipulated above will be disqualified from further evaluation.

(3)Tenderers must submit proof of subcontracting arrangement between the main tenderer and the subcontractor which must include subcontracting agreement.

(4)It is the responsibility of the tenderer to select subcontractors and are responsible for the due diligence on their subcontractors. The Municipality will make the list suppliers registered on Central Suppliers Database available which the tenderer must select a supplier or the tenderer may select a local supplier registered on the Central Supplier Database (CSD).

BID CLOSING DATE

Completed tenders in sealed envelopes must be deposited in the bid box at uMzinyathi District Municipality offices, 39 Victoria Avenue, Dundee, 3000 notlater than 12:00 p.m on the 13th June 2017,where bids will be opened in public shortly afterwards at uMzinyathi DM. Bidders must take note that where a correction is made the bidder should append a signature. All bids should be completed in black ink and the use of a correction fluid is NOT permitted at all and will lead to disqualification. Bids completed in pencil will be disqualified. Late, incomplete, electronic, telegraphic, telexed, faxed bids will not be considered. The lowest or any proposal will not necessarily be accepted and uMzinyathi District Municipality reserves the right to accept or not to accept any proposal either in whole or in part. Any assistance in completing partly or full of bid from uMzinyathi DM Official or Councillor will result in disqualification of bid.
