$11.SENIOR MANAGER: COMMUNITY SERVICES

FIVE YEARS FIXED PERFORMANCE CONTRACT

REMUNERATION: (768,305 – R987,820 PER ANNUM)

Minimum Requirements:A relevant Bachelor’s Degree in Social Science/Administration/ Law or equivalent. The appointee will be required as a condition of his or her appointment to enter into a performance contract with the Municipality within sixty (60) days of the appointment in terms of Section 57 of the Municipal Systems Act, 2000. Registration with a professional body relevant to Local Government. Minimum of 5 years relevant experience in senior management level preferably in Local Government. Certificate Programme in Municipal Development (CPMD) or Executive Leadership Municipal Development Programme (ELMDP). Computer Literacy. Code 08 (EB) driving license.

Knowledge: Advanced knowledge and understanding of relevant policies and legislations. Advanced understanding of institutional governance systems and performance management. Advanced understanding of council operations and delegation of powers. Good governance. Audit and risk management establishment and functionality. Budget and finance management.

Key Performance Areas: Reporting directly to the Municipal Manager, the post operates at a strategic level and provides strategic support to the business function within UMzinyathi District Municipality with the main focus being: implementation of the strategic goals as identified in the Integrated Development Plan of the municipality. Ensuring the effective management and compliance of legislation and policies in respect of Key Performance Areas. Develop and implement policies, procedures and By-laws relevant to environmental health and community services. Understanding of council operations and delegation of powers. Execute the approved budget in line with the service delivery implementation plan. Ability to work under pressure and to tight deadlines. Clear understanding of legislation governing local government which amongst other is the Municipal Finance Management Act, Municipal Systems Act and Municipal Structures Act.

$12.SENIOR MANAGER: TECHNICAL SERVICES

FIVE YEARS FIXED PERFORMANCE CONTRACT

REMUNERATION: (R768,305 – R987,820 PER ANNUM)

Minimum Requirements: A relevant Bachelor’s BEng/BTech Degree in Civil Engineering. Registration as a Professional Engineer with the Engineering Council of South Africa (ECSA). The appointee will be required as a condition of his or her appointment to enter into a performance contract with the Municipality within sixty (60) days of the appointment in terms of Section 57 of the Municipal Systems Act, 2000. A post graduate qualification in the above field will be an added advantage. Minimum of five (5) years relevant experience in senior management level preferably in Local Government. Certificate Programme in Municipal Development (CPMD) or Executive Leadership Municipal Development Programme (ELMDP). The ability to integrate service delivery in the context of the councils integrate development plan and oversee the budget and implementation. Computer literacy. Code (08) driving license.

Knowledge: Advanced knowledge and understanding of relevant policy and legislation. Advanced understanding of institutional governance systems and performance management. Advanced understanding of council operations and delegation of powers. Good governance. Audit and risk management establishment and functionality. Budget and finance management.

Key Performance Areas: Development of the departmental long and short-term program to support the service delivery priorities of the municipal integrated development plan. To oversee the capital and operational budgeting requirements for projects and to enable effective functioning of the department. To initiate and lead research into policy provisions and regulations in accordance with legislative prescripts. To provide an advisory service to the municipality on complex issues relating to civil infrastructure project design and maintenance, housing infrastructure project management and the implementation of Extended Public Works Programme and Municipal Infrastructure Grant Funded Programme. To provide guidance support to the municipality on matters of legislative compliance, good governance, legal and procedural matters pertaining to the area of function of the department. To maintain oversight and accountability for the development of tender specifications, contract management and project management of complex civil engineering infrastructure projects. Establish report systems and processes to manage the administrative and financial reporting requirements for infrastructure projects. Manage specific financial, legislative and governance compliance requirements in relation to the implementation of the Expanded Public Work Programme and Municipal Infrastructure Grand Funded Programme for local areas within the District Municipality’s jurisdiction. Create synergies and strategic stakeholder partnership to foster and continuously improve service delivery standards. Develop and maintain customer service excellent culture to ensure a customer service excellent culture and legislative compliance within the division. Execute the approved budget in line with the service delivery implementation plan. Ability to work under pressure and to tight deadlines.
