Extensive experience at Managerial level as well as the field of Municipal Finance Management, and Information Systems. In depth knowledge and understanding of Local Government and Departmental Strategy. Broad understanding and knowledge of Local Government Policies, Good leadership with strategic capabilities and excellent analytical, organizational and presentation skills. Excellent writing, verbal and negotiation skills. Above average decision making, public relations coupled with human relations or Interpersonal skills. Computer literacy Fluency in IsiZulu and English. Valid driver’s licence. KEY RESPONSIBILITIES  The financial planning and reporting  The personnel and performance management  The supervision and control  The implementation of specific procedure systems and control associated with key functional areas embodied in the Financial Department’s Structure  The management of application and procedures associated with recording, authorization and exception of revenue and expenditure transactions.  The management and control of specific accounting procedures associated with the asset acquisition and disposal  The management of application and work flows, procedures and controls associated with recording, adjustment and updating of Municipality’s debtors related transactions accounts.  The preparation, compilation and monitoring of budgets in line with IDP as per the MFMA and the Municipal Systems Act.  The preparation and compilation of the Annual Financial Statement KEY PERFORMANCE ARES: Preparation and submission of reports to the CFO, policy structures, national and provincial government, Auditor-General, Exco and Council  Management and control the budgeting process  Performance of the budgeting, accounting, analysis, debt management, financial management and review process.  Advise to senior managers and other senior officials in the exercise of powers and duties assigned to them.  Compilation of annual financial statements in terms of approved standards of the IMFO and the national treasury.  Management and control all finances of the uMzinyathi District Municipality in terms of the MFMA, relevant legislation and financial regulations.  Management and control of the financial software systems in compliance with the National and Provincial requirements  Ensurance of public all relevant stakeholders’ participation in the relevant processes (e.g. budget process etc).
