Minimum Requirements: A relevantBachelor’s Degree or equivalent qualification in the field of Town and Regional Planning/Development Planning, Certificate in Municipal Financial Management Programme (CPMD/MFMP), or Executive Leadership Management Development Programme (ELMPD), as well as Financial and Supply Chain Management Competency Areas as prescribed in terms of Municipal Regulations on Minimum Competency Levels, 2007; a Post Graduate Degree in a related field will be an added advantage and minimum of five (5) years experience in Middle Management level within the Local Government environment. Registration with a professional body relevant to the field of planning and Economic Development. The incumbent must have a driver’s license and be computer Literacy.


Local government legislation as well as the constitutional requirements applicable; Municipal administrative procedures, provincial and national policy framework; Financial management, procurement and human resource management, Operation of a computer and relevant software packages; Performance management evaluation and reporting; Spatial and Strategic Planning; Project/ programme planning and management. The incumbent will be responsible for the following:

ØDistrict spatial planning;

ØPlanning and economic development;

Ø Development and maintenance of GIS;

ØDevelopment and maintenance of the Development Planning Shared Services.

ØFormulation of policies, strategies and action plans for the District Municipality;

ØFormulate, develop and implement economic development policies and LED strategies;

ØFacilitate research on economic development and maintain database;

ØStimulate local economy by promoting job creation, investment and the development of SMME’s;

ØAssist category B municipalities with land use management and development planning;

ØManage the implementation of LED and Developmental Planning Projects;

ØLeverage private and public funds to support IDP and sector plans;

ØManaging marketing, tourism and transport as well as agricultural projects;

ØManagement of the department according to the strategies of the municipality;

ØPrepare and submit reports to the Municipal Manager and relevant political structures;

Minimum Requirements: The incumbent must have an appropriate Bachelor Degree/NQF level 7, preferable a Post Graduate Degree) in the field of Accounting Financial Management or Economics qualification Preferably an Associate member of IMFO and or Chartered Accountant (SA)Extensive experience in financial and in general management in a local government or public sector environment with (Minimum 7 years at senior and middle management of which 2 years must have been in Senior Management. As well as Financial and Supply Chain Management Competency Areas as prescribed in terms of Municipal Regulations on Minimum Competency Levels 2007 for Chief Financial Officers. Computer literacy Fluency in IsiZulu and English, Valid driver’s licence.


Knowledge and experience of the principles of good corporate governance and compliance in a government or quasi government environment as well as policy formulation and implementation; risk management; implementation of systems and controls and performance management. Practical understanding of the constitution, legislation and policy frame works governing the local sphere of government and in particular the responsibilities of a senior manager in terms of the Municipal Systems Act.32 of 2000 and the Municipal Finance Management Act. Strategic capability and leadership, Financial management, Programme and project management, Problem solving and analytical, People empowerment, Client orientation and customer focus, Communication, Honesty and integrity.


ØReporting directly to the Municipal Manager

ØProviding strategic support to the financial management of the municipality;

ØFulfilling the role of the Chief Financial Officer (CFO) as prescribed by the Municipal Finance Management Act 56of 2003(MFMA)

ØPreparing and Implementing the budget, advising the senior managers in terms of budgeting, accounting, analysis, financial reporting, cash management, debt management and other duties as delegated to the CFO from time to time;

ØAdvising the Municipal Manager and other office-bearers on the matters of financial and economic strategies, policy formulation; development and implementation of appropriate financial policies, procedures and rules applicable to the Municipality;

ØPreparing and submitting regular reports to Council, Executive Mayor, Provincial and National Departments as prescribed by various legislation;

ØPreparing budgets in terms of legislated time frames;

ØPreparation and implementation of medium-term financial plans; calculation, determination and implementation of tariffs for Municipal Services and facilities;

ØBudgetary control and monitoring of spending patterns and generation of income in terms of Council’s approved SDBIPs and all Supply Chain Management Processes;

ØMonitoring and controlling of proper accounting systems;

ØPreparation of annual financial statements in accordance with acceptable accounting practices; cash and investment management;

ØBilling processes and revenue collection;

ØDevelopment; implementation; monitoring and maintenance of asset registers, coordination of an asset management plan and municipal wide internal control systems;

ØManaging the Human Capital of the Budget and Treasury Office.
