T 2020-31 SUPPLY AND DELIVERY OF FUEL, OIL AND LUBRICANTS FOR THE PERIOD OF 3 YEARS

Umzinyathi District Municipality hereby invites suitable, qualified and experienced service providers for the above mentioned tender.

Bid Document will be available from 17 January 2020, Friday, at the cashier’s office Umzinyathi District Municipality, Princess Magogo Building, 39 Victoria Street Dundee 3000, upon payment of a non-refundable amount of R 500.00 per bid document.

A compulsory briefing will be held at the Old Council Chamber, 1st Floor, Umzinyathi District Municipality offices on 22 January 2020, Wednesday, at 10H00.

PRE-QUALIFICATION CRITERIA FOR PREFERENTIAL PROCUREMENT

4. (1)(c) (v) an EME or QSE which is 51% owned by black people living in rural or underdeveloped areas or townships will apply for this tender. Bidders who fail to meet the pre- qualification criteria will not qualify for further evaluation.

SUBMISSION OF TENDERS

The completed tender document complying with all conditions of the tender must be enclosed in a sealed envelope and clearly marked with the relevant “TENDER NUMBER” and must be deposited in the official tender box located at the reception area of the uMzinyathi District Municipality at 39 Victoria Street, Dundee, 3000. The closing date for all tenders is 17 February 2020, Monday, at 12H00 which will be followed by a public opening.

Bids will be evaluated and adjudicated in terms of the Umzinyathi District Municipality’s Supply Chain Management Policy in two stages. First stage of evaluation is functionality and the second stage being 90/10 Preferential Procurement Point System. Only bidders who score the required minimum threshold of 60 points on functionality criteria will qualify for the second stage.

Late bids or bids received by way of post, facsimile or e-mail will, under no circumstances be considered. UMzinyathi District Municipality is not obliged to appoint the lowest bid and further reserves the right not to proceed herein and further reserves the right not to accept any bid or part therefore.
