CONTRACT OFFICER

(1 POST)

SALARY:1st Notch of Post Level D2 (R296 457.06) per annum

(Fringe Benefits: Include inter alia, 13th cheque, pension fund, medical aid scheme, housing allowances).

REQUIREMENTS: The incumbent must have a National Diploma in Finance Management / Supply Chain Management or equivalent financial qualification,Minimum competency certificate in Finance (MFMP) at least 1-2 years experience in the SCM Environment in administration /managing contracts or Service Providers. Knowledge of local government legislations and be able to execute tasks associated with this post in line with SCM Regulations. Computer literacy, fluency in IsiZulu and English and a Driver’s license are some of the requirements.

KEY RESPONSIBILITIES/DUTIES

ØAdministering concluded contracts, interacting with departments to establish conformance with specifications, terms and conditions.

ØAdministering contracts effectively in accordance with the Council’s policies, procedures and compliant with applicable legislative requirements.

ØInteracting with the Project Managers about the signing of contracts and service level agreements for all contracts entered into by the Council.

ØEnsuring that all contracts are accurately recorded on the contract Register and regularly updated.

ØLiaising and ensure that sufficient documentation is obtained for all contracts entered into in terms of Section 32 of the SCM Policy.

ØReviewing contracts on the contract register to ensure their validity.

ØAuthorising purchase orders on the financial system after all compliance procedures.

ØCo-ordinating and control the application of procedures in respect of the supplier performance monitoring and contract management.

ØEnsuring a fair implementation of the dispute resolutions procedures where there are conflicts in the execution of a contract.

ØEstablishing mechanisms to ensure an effective and efficient management of Municipal contracts.

ØEnsuring the maintenance of the defaulting companies ‘register.

ØPreparing reports on a non-performing /poor performing companies and recommend the appropriate actions to be taken to remedy the situation.

ØConsolidating and compile the performance monitoring reports for all service provider

·Supervising activities of the personnel to ensure that work performed meets acceptable standards and is completed within agreed upon timelines.
